Requesting CCTV footage is more complex than you might think.
The system is run by The Devizes Development Partnership Ltd, a not for profit limited company on behalf of the community. We are not a council or public body so are not subject to the Freedom of Information Act known as FOI Requests.
However, in the spirit of that legislation we will respond to requests, but are subject to the laws governing Data Protection and GDPR (General Data Protection Legislation). You can only request footage about yourself not a Third Party, for example "I want to know who hit my car". This is a Third-Party request for information about another person. We can't reveal that. However, if you have reported it to the Police as Criminal Damage, we can investigate it but can only pass on the footage to the Police. What they choose to do with it is up to them. That does not mean that you can't request us to look for evidence, we just can't show it to you. If it's there we'll find it.
If you think we can help, email your request the email address above. We prefer this to contact via social media as this gives us an audit trail. We need as much information as possible including whether you have reported it to the Police, in which case you'll have a crime number. The Police will ask you if you believe that CCTV evidence is available, this is normal. You contact us and we'll tell you if there is any footage available.
Advice about vehicle related crime. If our cameras can't see any alleged damage, we probably can't help. Contrary to popular perception cameras can't see through objects or round corners. We don't cover the town car parks, except the Market Place, West Central Car Park & Sheep Street.
We have in the past had requests for footage of some silly prank. We are not allowed to release footage that is going to be used for public entertainment or on social media - it's against the law. We do not release images or video footage of incidents. However, we will supply them to the Police who may, as part of their investigation, see fit to release that footage.
Don't believe what you see on TV drama programs, we live in the real world! CCTV investigations can often take several days to complete.

We are looking for volunteers to help operate the CCTV Control Room in Devizes.
If you feel that “someone” should be doing something about crime and anti-social behaviour then perhaps that “someone” is you.
Community Safety is the responsibility of all of us, we all have the right to feel safe. You can help by giving a few hours of your time to help the community.
Your role will be to watch the CCTV cameras, talk to the shops in the town by radio when they have a problem and also to the Police.
Full training will be given.
No previous experience is necessary.
Flexible hours.
Skills needed are hearing, speech and vision.
You will, however, be vetted by the Police.

Based at 41 St John's Street (above the former NatWest Bank), the Devizes CCTV Control Room houses one of the most up to date CCTV systems. The system is run under the auspices of the Devizes Development Partnership (DDP) on behalf of the Community. The system officially went live on the 1st November 2007.

Constantly being upgraded, it consists of 12 locations with high definition Pan Tilt & Zoom (PTZ) speed dome cameras, fixed cameras and 360° cameras.

The video signals from each camera are beamed back to the control centre by radio (very similar to your home wireless computer network). The images are recorded 24/7 on a massive hard disk array capable of storing several weeks’ worth of data.
The scheme is run by a part time CCTV Manager and manned by volunteers from the community.
It should not be seen as an entity in its own right but part of a wider community safety initiative. We operate in conjunction with the Police and the local town centre stores that subscribe to the Storenet Radio system. This enables us to communicate both with premises who might have spotted shoplifters or persons behaving inappropriately. They can notify the control room and alert each other of a potential problem. We in turn can communicate directly with the Police Control Room and Police officers on the ground. Devizes Town Council Staff and the Police also carry Storenet Radios. The night time economy, through Devizes Area Pubwatch, uses a WhatsApp Group as does Devizes ShopWatch for daytime retailers.
This means that we can react pretty quickly to a live incident. We can also assist with providing recorded evidence to assist in prosecution of suspected offenders (and have done so).
In the time that it has been operational it has contributed to several arrests and successful prosecutions, kept an eye on a number of potentially suspicious events/individuals and dealt with several other incidents. We can also oversee large public events such as the Street Festival, Carnival & Christmas Lantern Parade.
In conjunction with the Police, we believe that we have made a significant contribution to the reduction of crime in the town centre. Since the system was installed in 2007 incidents of criminal damage and antisocial behaviour in particular have been reduced.
